Service Coordination, Inc. Expands Executive Team: Welcomes Kelby Brick and Joe Huang-Racalto

FREDERICK, MD – Service Coordination, Inc. (SCI), the largest case management provider of
intellectual and developmental disabilities services and supports in Maryland expands its team to
include prominent disabilities advocate and attorney Kelby Brick, ESQ., CDI, and policy strategist Joe
Huang-Racalto. Brick and Huang-Racalto join a talented team of preeminent professionals committed
to delivering the outcomes outlined in SCI’s strategic plan. The plan is a comprehensive three-year
blueprint rooted in SCI’s mission of providing quality case management services by helping people
understand their choices and connecting them to community resources in ways that respect their
dignity and rights.

Kelby Brick is SCI’s new Executive Vice President (EVP) and Chief Strategy Officer (CSO). In this
critical new role, Brick is responsible for leading the business development of SCI’s person-centered
quality services. Previously Brick was the director of the Governor (MD)’s Office of the Deaf and
Hard of Hearing which he helped establish. He is also the founder of the Deaf Ecosystem approach.
Joe Huang-Racalto is the new Vice President of Government Relations & Strategic Partnerships. In
his position, Huang-Racalto will advocate, on behalf of SCI and work with federal, state, and local
legislators and other regulatory government bodies, to support and drive SCI’s mission and strategic
goals. He will leverage his experience of over 20 years working on bi-partisan accomplishments on
Capitol Hill.

Kelby Brick is a Temple University School of Law and Gallaudet University graduate.
Joe Huang-Racalto is a graduate of the Simons Institute. Throughout his career, Huang-Racalto has
successfully developed and implemented policy and political strategies and has been a trusted
advisor to the U.S. Congress and congressional staff members.
